Canal Program Technical Officer

About the Role: Responsible for the preservation, management and enhancement of council???s diverse range of environmental and recreational assets and in partnership with our community, the rich biodiversity of the regions landscapes. The branch plays an active role within council, liaising with other units, as well as with the community to maintain and deliver high quality environmental outcomes. To support the Principal Coastal Engineer in the management and delivery of sustainable programs and standards for the region???s canal network. To exercise a degree of engineering and technical judgement to support canal work programs including the provision of research and advice regarding the application of management techniques best suited to the region???s canal network. Key Responsibilities: Implement the Canal Maintenance Review outcomes and manage the change process associated with the review over an initial four year project period. Assist in the development of all contracts relating to canal maintenance. Assist and manage the scheduling, implementation, and monitoring of the operational maintenance programs and contracts associated with the region???s canal network. Ensure the timely response to related customer service requests. Follow through with engineering advice regarding the application of management techniques best suited to the region???s canal environments. Support and manage strategic, tactical, program, asset and resource planning to achieve program outputs aligned with corporate strategies, plans and high quality canal management standards. Assist, manage and deliver a variety of works for related capital projects. Participate in disaster management and recovery responses and associated exercises when required. Support the development of: building functional relationships with all customers/clients/teams for canal projects innovative programs for increased sustainability and high environmental value outputs for canal programs improved Workplace Health and Safety outcomes for staff, the team, branch and organization improved productivity and accountability standards relevant to project outcomes. Effective two-way communication with customers/clients and team and branch counterparts to ensure timely, quality and consistent program and advisory services. Maintain an awareness of external factors relevant to new and developmental programs (e.g. design standards, legislation, public interest) for canal programs. Support the development of low-cost, easy maintenance and operational solutions for canal management programs. Support initiatives aimed at improving environmental outputs from all canal management programs, including? relevant climate change issues. Participate in community engagement to provide broad appreciation of canal management issues and outcomes and to receive feedback regarding standards. Manage community engagement program as per the Communications Plan and Canal Maintenance Review. Liaise with relevant State and Federal Government agencies as well as technical and educational institutions to ensure the broadest appreciation of canal management standards and issues. Respond to day to day customer/client issues to ensure timely, practical solutions.. Responsible for the compliant capture and secure use of public records in line with Sunshine Coast Council Records Management Policy during the conduct of daily business. Review and manage development of workplace health and safety requirements for any external or internal stakeholders based on council policies, procedures and legislative requirements for any related capital project or maintenance programs. Participate in the development of a healthy and safe workplace. Embracing initiatives, information and training and incorporating safety into all daily activities. Demonstrate safe work behaviours, abiding by procedures, identifying and reporting hazards, and contributing to all aspects of a safe workplace culture. Such other relevant duties as required from time to time which would generally fall within the scope of this position Mandatory Requirements: Tertiary qualifications in related engineering or project managing field or relevant experience in the delivery of a similar maintenance program. ? Demonstrated experience and understanding in project planning/management, contract development, asset management,? program management and/or canal management on a medium to large scale. Understanding of relevant legislation in a coastal work place health and safety environment and of both State and Federal permit requirements in undertaking related coastal works. ? Highly developed communication and interpersonal skills with the ability to communicate persuasively, engage in active listening, consult with a wide range of people at all levels of the Council, foster collaboration, cooperation and facilitate small work groups. ? Sound business acumen including the ability to prepare professional business communication such as reports, presentations and project, planning and policy documents with demonstrated ability to operate effectively with relevant business technologies including mobile devices, Microsoft office suite and other online or electronic systems, applications and corporate reporting programs.
