Senior Planning Officer

About the Role:

To engage in thoughtful and purposeful planning initiatives, ensuring that the Council fulfils its responsibilities and planning duties with a focus on providing high-level assistance, professionalism, and efficiency, while adhering to applicable policies and laws.

Key Responsibilities:

  • Undertake strategic planning tasks and projects within the Local Planning Framework, encompassing activities such as amending schemes, creating local planning policies, delivering development contribution plans, preserving our heritage, strategising for the local community, conducting studies, and addressing important land use and development concerns.

  • Undertake statutory planning processes in accordance with Local Planning Framework, Local Laws, and other relevant acts, regulations and policies including:

  • - Assess development applications with a high level of complexity and prepare reports

  • - Assess Development Assessment Panel (DAP) applications, prepare Responsible Authority Reports (RARs) and attend DAP meetings as required

  • - Assess subdivision applications and process clearances

  • - Assess local structure plans, precinct plans and local development plans

  • Respond to complaints and investigate non-compliance with planning legislation.

  • Conduct compliance assessments including site visits and reporting.

  • Liaise with developers, landowners and consultants to achieve compliance.

  • Prepare reports and witness statements and represent the Shire in court or at the State Administration Tribunal (SAT) as required.

  • Support the Planning function and wider organisation through positive team participation and by assisting when required with workload, providing backup, or advice in areas of expertise.

  • Contribute to the continuous improvement of Planning function by assisting in the ongoing review and updating of information including policies, procedures, information sheets and processes.

  • Any other tasks determined as appropriate to the position.

Key Requirements:

  • Essential

  • Bachelor of Arts in Urban & Regional Planning, or relevant equivalent

  • Strong research and evaluation skills

  • Strong report writing skills

  • Strong computer skills in MS Office

  • A minimum of three years experience in statutory and/or strategic planning at a local government level

  • Exposure to multidisciplinary environments of building, public health, environmental management and engineering related to the local government planning process

  • Comprehensive working knowledge of WA town planning legislation and other relevant legislation

  • C Class Drivers Licence

  • Desirable

  • Experience in developing policies and procedures.

  • Experience in undertaking compliance action and appeal processes.
